If the armour is uncomfortable, your personnel may not want to wear it. Quality materials and designs enhance this comfort. Also, if the body armour hinders movement it can be a liability. Heavy body armour increases fatigue levels and will affect speed of movement. Your investment may be affecting someone’s life, so get the maximum coverage you can afford for your particular threats. And bear in mind, 100% coverage is not possible, but you can get 80 to 90% coverage with quality products.
